赞比亚中国经济贸易合作区发展有限公司（以下简称“赞中合作区”）系中

国有色矿业集团有限公司于2007年在赞比亚注册设立的多功能境外经贸合作区，

实行“一区两园”布局，包括位于铜带省的谦比希园区和首都卢萨卡园区。本项

目为谦比希园区8#、9#厂房维修项目，现就该项目发布询比公告。

cooperationzoneestablishedinZambiain2007byChinaNonferrousMetalMining

（Group)Co.,Ltd.zcczoperatesundera“onezonetwoparks”model,comprising

theChambishiParkintheCopperbeltProvinceandtheLusakaParkinthecapitalcity

ofLusaka.Thisprocurementconcernsthemaintenanceandrehabilitationworksof

WarehousesNo.8andNo.9locatedwithintheChambishiParkARequestfor

Quotation(RFQ）isherebyissuedforthisproject

一、采购标的一览表

采购标的：原屋面彩钢瓦拆除，新彩钢瓦屋面铺设，钢结构女儿墙拆除等，具体

商品信息以清单为准，详见附表一。

ProcurementSubject:Demolitionoftheoriginalcolor-coatedsteelrooftiles

installationofnewcolor-coatedsteelrooftilesandremovalofthesteelstructure

parapetwall.Specificproductdetailsaresubjecttothelist,asdetailedinAppendix1.

二、供应商的资格要求：

ll.SupplierQualificationRequirements

1.参与本项目报价的供应商，须为我司合格供应商库内成员：或自愿申请加入

我司合格供应商库后参与报价。库内供应商可直接将应答文件发送至指定邮箱；

申请入库的供应商，按下列第2、3条款规定执行。

年完税证明；（3）公司简介及概况（主要业绩、售后服务及质保体系等）至指

定邮箱，参与入库资格预审。

17:00on22July2026（Zambiatime)，submitthefollowingdocumentstothe

designatedemailaddress:

（1）AcopyofthecompanysbusinesslicenseandPACRAregistrationinformation;

(2）2025TaxClearanceCertificate；

（3)Companyprofileandgeneralinformation(MainAchievementsAfter-salesService

andWarrantySystem,etc.).

Submissionoftheabovedocumentswithinthedeadlinewillbedeemedas

successfulregistrationandparticipationintheprequalificationprocess

3.我司于2026年7月24日下午17:00前（赞比亚时间）通过邮件向评审合格的

供应商发送“供应商准入申请表及应答文件”，收到此文件的供应商具备参加本

项目报价资格。

3.Before17:00on24July2026（Zambiatime)，ourcompanywillsendtheSupplier

AdmissionApplicationFormandtheresponsedocumenttemplateviaemailto

supplierswhohavepassedtheevaluation.Onlysupplierswhoreceivetheresponse

documenttemplatewillbeeligibletosubmitquotationsforthisproject.

三、报价说明

l.QuotationInstructions

1.请本次报价单位为美元（不含增值税）。报价须包含承诺工期时间和所有费用，

包括材料、包装、保管、运输、施工、保险等一切与本项目有关的费用。报价人

对在报价活动中的有关准备工作、踏勘现场、编制文件等一切费用，均由报价人

自理。无论结果如何，需求单位对报价单位不承担任何费用。结算数量以实际完

成数量据实结算。

1.AllquotationsmustbesubmittedinUSDollars(USD)，exclusiveofValue-AddedTax

（VAT）.Thequotedpriceshallbeallinclusiveandcoverthecommittedproject

durationaswellasallcostsassociatedwiththeproject,includingbutnotlimitedto:

materials，packaging，storage，transportation，installation/constructioninsurance

andanyotherexpensesdirectlyorindirectlyrelatedtotheperformanceofthis

project.TheQuotershallbearallcostsincurredinconnectionwithitsparticipationin

thisquotationprocess，includingbutnotlimitedtositevisits，preparationof

documentationandotherpreparatoryactivitiesRegardlessoftheoutcomeofthis

procurement,thePurchasershallnotbeliablefororresponsibleforanycostsor

expensesincurredbytheQuoterThesettlementamountshallbebasedonthe

actualcompletedquantity.

2.合格供应商应于2026年7月24日17:00前（赞比亚时间），将应答文件及供

应商准入申请表（未入库供应商须一并提交，库内供应商无需提供）递交至指定

邮箱（zcczzsfc@zccz.cn）。所有递交文件须为经盖章的PDF电子版，其中报价

清单为固定格式，不得擅自更改。

六、技术及施工要求

1、工程质量、安全要求Engineeringqualityandsafetyrequirements

1.1工程质量要求：彩钢板屋面施工应符合《钢结构工程施工质量验收标准》（GB

50205-2020）、《屋面工程质量验收规范》（GB50207）、《屋面工程技术规范

（GB50345）及《压型金属板工程应用技术规范》（GB50896）的相关规定。及

赞比亚当地有关工程质量验收规范相关标准。

1.1Engineeringqualityrequirements:Thecolorsteelroofconstructionshallcomply

withtheCodeforAcceptanceofConstructionQualityofSteelStructures(GB

50205-2020），theCodeforAcceptanceofConstructionQualityofRoofEngineering

(GB50207)，theTechnicalCodeforRoofEngineering(GB50345）,theTechnicalCode

forApplicationofProfiledMetalSheets(GB50896）,aswellastherelevantlocal

engineeringqualityacceptancestandardsandregulationsofZambia

1.2安全、文明施工要求：按赞比亚当地安全及环保要求做好施工现场安全文明

施工。

1.2Requirementsforsafeandcivilizedconstruction:Ensuresafeandcivilized

constructionattheconstructionsiteinaccordancewithlocalsafetyand

environmentalprotectionrequirementsinZambia.

2、工期要求：总工期30日历天，（计划）开工日期：2026年7月23日（具体

开工日期以经批准的开工报告为准）。竣工日期：2026年8月22日。

2、Requirementsfortheconstructionperiod:Thetotalconstructionperiodis30

calendardays.TheplannedstartdateisJuly23.2026（theexactstartdatewillbe

confirmedbytheapprovedcommencementreport).Theprojectisscheduledtobe

completedbyAuguest22,2026.

3、合同签订与付款条件：本项目合同由经综合评审排名第一的供应商与赞比亚

中国经济贸易合作区开发有限公司签订，报价表、资质证明文件、质保承诺等均

作为签订合同的依据，签订合同后预付30%，竣工验收后再付65%，剩余5%作为

质保金。

3、ThecontractforthisprojectshallbesignedbetweenZambiaChinaEconomicand

TradeCooperationZoneDevelopmentCo.,Ltd.andthesupplierrankedfirstfollowing

comprehensiveevaluation.Thequotationformqualificationdocumentsquality

assurancecommitment.andothersubmittedmaterialsshallserveasthebasisfor

thecontract.Uponsigningthecontract,30%ofthecontractpriceshallbepaidasan

advancepayment;anadditional65%shallbepaiduponcompletionandacceptance

oftheworks;theremaining5%shallberetainedasaqualityassurancedeposit

(retention)

七、付款方式

需方应在满足相应付款条件且收到供方就该笔款项开具的合规发票之日起

三十（30）个工作日内办理付款手续，并向供方支付该笔款项对应的赞比亚克瓦

查（ZMW）金额。本项目报价及合同金额均以美元（USD）计价，但发票开具与付

款均以赞比亚克瓦查（ZMW）进行，每笔应付金额按合同约定的美元数额，依据

赞比亚银行当日公布的美元兑克瓦查中间汇率折算为克瓦查支付。如因供方未能

及时提供有效银行账户信息或就当期应付款项开具合规发票，导致需方无法按时

付款的，需方不承担任何违约责任。

VIl.ThePurchasershallcompletethepaymentproceduresandpaythe

correspondingamountinZambianKwacha(ZMW）totheSupplierwithinthirty（30）

workingdaysfromthedateonwhichtherelevantpaymentconditionsaresatisfied

andacompliantinvoiceforsuchpaymenthasbeenreceivedfromtheSupplier

ThequotationandcontractpriceforthisprojectaredenominatedinUSDollars

（USD).HoweverallinvoicesandpaymentsshallbeissuedandmadeinZambian

Kwacha(ZMW).EachpayableamountshallbeconvertedintoZMwbasedonthe

USDamountstipulatedintheContractusingthemid-marketexchangerateforUSD

toZMWpublishedbytheBankofZambiaonthedateofpayment

IfthePurchaserfailstomaketimelypaymentduetotheSuppliersfailureto

promptlyprovidevalidbankaccountdetailsoracompliantinvoicefortheapplicable

paymentinstallment,thePurchasershallnotbeliableforanybreachofcontractor

latepaymentpenalties

附件二AppendixI

本项目采用综合评分法，满分10分，具体评分规则及说明如下：

Thisprojectadoptsthecomprehensivescoringmethod.withafullscoreof10points.Thespecific

scoringrulesandexplanationsareasfollows:

1.若采购小组发现报价人的报价显著低于其他报价，且存在可能低于其成本的情形，应要求该报价

人提交书面说明，并提供能够证明其报价合理性的相关材料。若报价人无法做出合理说明，或不能

按要求提供有效证明材料，经采购小组核查认定其存在以低于成本价竞争的行为，该报价将作无效

处理。

1.lftheprocurementteamfindsthatabiddersquotationissignificantlylowerthanotherquotations

andmaybelowerthanitscost.itshallrequirethebiddertosubmitawrittenexplanationand

providerelevantmaterialsthatcanprovetherationalityofitsquotation.ifthebidderfailstogivea

reasonableexplanationorcannotprovidevalidsupportingmaterialsasrequired.andthe

procurementteamverifiesandconfirmsthatithasengagedincompetitionatapricelowerthan

thecost,thequotationshallbeinvalidated

2.价格评分（4分）：以所有有效投标报价中的最低报价为基准，得4分：其他投标人报价每高于

基准价1%，扣0.5分，具体分值按比例折算，最多扣3分。

PriceScoring（4points）：Thelowestquotationamongallvalidbidquotationsshallbetakenasthe

benchmarkscoring4points.Forotherbidders,theirscoreswillbedeductedby0.5pointforevery

1%thattheirquotationishigherthanthebenchmarkprice.Thespecificscoredeductionshallbe

calculatedproportionally.withamaximumdeductionof3points

3技术评分（2分）：根据报价文件在施工组织、文明施工、质量保证措施、施工进度安排等方面

进行综合评分：施工工期少于工期要求的，可酌情加分。

TechnicalScoring（2points）：Comprehensiveevaluationwillbeconductedbasedonthebidders

proposalwithrespecttoconstructionorganization,sitesafetyandcivilizedconstructionpractices

qualityassurancemeasuresandconstructionscheduleplanning.Biddersproposinga

constructionperiodshorterthantherequireddurationmaybeawardedadditionalpointsatthe

discretionoftheevaluationcommittee

4商务评分（4分）：业绩（2分）：投标人近三年内具有相关房屋建设业绩的，每个有效业绩得1

分，最高得2分（业绩认定以询比文件中要求提供的合同原件或清晰复印件为准）。财务状况（1

分）：以投标人提供的2025年度财务报表为评审依据，综合评估其财务运营状况，符合基本要求

的得1分。服务承诺（1分）：根据投标人所承诺的售后服务内容（包括响应时间、质保期、技术

支持等）的完整性、可行性及合理性进行评分，最高得1分。

BusinessScoring（4points）：Performance（2points）：Forbidderswithrelevantconstruction

performanceinthepastthreeyearseachvalidperformancewillbeawarded1point.witha

maximumof2points(performanceshallbeconfirmedbasedontheoriginalcontractorclearcopy

thereofasrequiredintheinquirydocuments）.Financialstatus（1point）：Theevaluationshallbe

basedonthe2025financialstatementsprovidedbythebidder.Acomprehensiveassessmentof

itsfinancialoperationstatuswillbeconducted.and1pointwillbeawardedifitmeetsthebasic

requirements.ServiceCommitment（1point）：Pointswillbeawardedbasedonthecompleteness

feasibility.andreasonablenessoftheafter-salesservicecommitmentsprovidedbythebidder
