国有色矿业集团有限公司于2007年在赞比亚注册成立的多功能境外经贸合作区，

赞中合作区为“一区两园”，包括位于赞比亚铜带省的谦比希园区和首都卢萨卡

园区，本项目是赞中合作区21号库地磅两台（广东南方衡器120T）和10号库地

磅一台（上海鹰衡称重SCS-120T）维修服务询比采购，采购编号：

ZCCZ-XB-20260701。

（hereinafterreferredtoas“zccz）isamultifunctionaloverseaseconomicandtrade

cooperationzoneestablishedinZambiain2007byChinaNonferrousMetalMining

(Group)Co.,Ltd.zcczoperatesundera“onezonetwoparks”model,comprising

theChambishiParkintheCopperbeltProvinceandtheLusakaParkinthecapitalcity

ofLusaka.Thisprocurementisfortherepairservicesofthreeweighbridgeslocated

withintheZCcz,includingtwo120-tonweighbridges(GuangdongSouthWeighing

Instrument.120TatWarehouseNo.21andone120-tonweighbridge(Shanghai

YinghengWeighing.ModelSCS-120T）atWarehouseNo.10.Theprocurementis

conductedthroughaRequestforQuotation（RFQ）processunderProcurementNo

一、维修服务采购标的一览表

I.ScheduleofRepairServiceRequirements

服务标的：三台120T地磅维修服务，包括21号库地磅两台（广东南方衡器120T）

和10号库地磅一台（上海鹰衡称重SCS-120T）。

服务期限：自签订合同起计算，服务期限一年。

二、供应商的资格要求：

I.SupplierQualificationRequirements

1.参与本项目报价的服务商，须为我司供应商库内合格供应商，或自愿申请加

入我司供应商库成为合格供应商后参与报价。库内供应商可直接将应答文件发送

至指定邮箱；申请入库的供应商，按下列第2、3条款规定执行。

Databaseandbecomequalifiedsuppliersbeforesubmittingtheirquotations

Registeredsuppliersmaysubmittheirresponsedocumentsdirectlytothedesignated

emailaddress.Suppliersapplyingforregistrationshallcomplywiththerequirements

setoutinClauses2and3below

2.合格供应商库的申报方式：有意向的供应商应于2026年7月22日下午17:00

前（赞比亚时间），递交：1.公司营业执照及PACRA登记信息：2.2026年完税

证明：3.公司简介及概况（主要产品业绩、售后服务及质保体系等）至指定邮箱，

参与入库资格预审。

ApplicationforadmissiontotheQualifiedSupplierDatabase:Interestedsuppliers

shallsubmitthefollowingdocumentstothedesignatedemailaddressnolaterthan

17:00（ZambiaTime）on22July2026forsupplierprequalification:

1.AvalidBusinessRegistrationCertificateandPACRAregistrationinformation;

2.A2026TaxClearanceCertificate；

3.Acompanyprofile,includingitsprincipalbusinessrelevantprojectexperience

after-salesservicecapabilities,andqualityassurancesystem

3.我司于2026年7月24日下午17:00前（赞比亚时间）通过邮件向评审合格的

供应商发送“供应商准入申请表及应答文件”，收到此文件的供应商具备参加本

项目报价资格。

AdmissionApplicationFormandtheRequestforQuotation（RFQ）Documentsto

suppliersthathavesuccessfullypassedtheprequalificationprocess.Onlysuppliers

thatreceivethesedocumentsshallbeeligibletoparticipateinthisprocurementand

submitquotations

三、报价说明

l.Quotationlnstructions

1.报价单价不予调整，合同结算金额为成交人报价清单中各项单价报价乘以实际

数量，除双方另有约定外，结算时不再调整。所有报价均以美元为单位，保留小

数点后两位。

Thequotedunitpricesshallremainfirmandshallnotbesubjecttoadjustment.The

finalcontractamountshallbecalculatedbymultiplyingtheunitpricessetoutinthe

successfulsupplier'sPriceSchedulebytheactualquantitiesofservicesperformed

UnlessotherwiseagreedinwritingbybothParties,nopriceadjustmentshallbe

madeduringcontractsettlement

AllquotationsshallbedenominatedinUnitedStatesDollars(USD）andshallbe

statedtotwo(2)decimalplaces

2.报价截止时间：合格供应商应于2026年07月28日17:00前（赞比亚时间），

将应答文件及供应商准入申请表（未入库供应商须一并提交，库内供应商无需提

供）递交至指定邮箱zcczzsfc@zccz.cn。所有递交文件须为经盖章的PDF电子

版，其中报价清单为固定格式，不得擅自更改。

OualifiedsuppliersshallsubmittheirResponseDocumentstogetherwiththe

SupplierAdmissionApplicationForm（requiredonlyforsuppliersnotyetregisteredin

theZCCZSupplierDatabase:registeredsuppliersareexempt）tothedesignatedemail

addresszcczzsfc@zccz.cnnolaterthan17:00（ZambiaTimeon28July2026.

AllsubmitteddocumentsshallbeinPDFformatanddulysignedandstamped.The

PriceScheduleisprovidedinaprescribedformatandshallnotbealtered.

3.交货时间：供应商报价时请填报承诺服务完工期，完工期不得超过合同签订后

30天，否则取消本项目报价资格。

Suppliersshallspecifytheircommittedservicecompletionperiodintheirquotations.

Theservicecompletionperiodshallnotexceedthirty(30）daysfromthedateof

contractexecution.Quotationsproposingacompletionperiodexceedingthis

requirementshallbedeemednon-responsiveanddisqualifiedfromfurther

evaluation

四、成交规则：报价总价有效最低价法

AwardCriteria:TheContractshallbeawardedtotheresponsivesupplierofferingthe

lowestevaluatedtotalquotationprice

五、合同签订：成交人和赞中合作区7日内签署维修服务协议。

ContractExecution:ThesuccessfulsupplierandZambiaChinaEconomicandTrade

CooperationZoneDevelopmentLimited（ZCCZ）shallexecutetheRepairService

Agreementwithinseven(7）calendardaysfromthedateoftheawardnotification

六、验收标准

VI.AcceptanceStandards

1.服务方所供产品与合同列明的名称、规格、数量、参数等信息相符，符合中国

现行相关质量标准及法律要求，并应承担一年质保责任。

TheproductssuppliedbytheServiceProvidershallconformtothenames

specifications.quantitiestechnicalparametersandotherrequirementsstipulatedin

theContract.andshallcomplywiththeapplicablequalitystandardsandlegal

reguirementsofthePeople'sRepublicofChina.TheServiceProvidershallprovidea

one(1yearwarrantyfortheproductsandservicessuppliedundertheContract

2.若发生质量问题无条件退货，在使用中若因服务方所供产品质量原因造成需方

损失的，由服务方承担需方一切损失。

Intheeventofanyqualitydefectornon-conformity.thePurchasershallbeentitled

torequireunconditionalreturn,replacement.orrepairoftherelevantproductsat

theServiceProviderscost.ifanylossordamageissufferedbythePurchaserdueto

thequalityoftheproductssuppliedbytheServiceProvidertheServiceProvider

shallfullycompensatethePurchaserforalldirectandindirectlossesarising

therefrom

3.服务方如未按承诺交货期按时完工的，按合同金额的0.1%/天，向需方支付违

约金。逾期交货5天以上，需方有权单方解除合同，供方应向需方支付合同总价

款10%的违约金。

iftheServiceProviderfailstocompletetheserviceswithinthecommitted

completionperiod,theServiceProvidershallpayliquidateddamagestothe

Purchaserattherateof0.1%ofthetotalContractPriceforeachdayofdelay.lfthe

delayexceedsfive（5）calendardays,thePurchasershallhavetherighttounilaterally

terminatetheContract,andtheServiceProvidershallpaythePurchaserliquidated

damagesequaltotenpercent（10%）ofthetotalContractPrice

七、付款方式

Vil.PaymentTerms

服务完工并验收合格，且收到服务方向需方开具的发票之日起三十个工作日

内办理付款手续，向供方支付全部货款。因供方未能及时提供银行账户或发票而

导致需方未能付款的，需方不承担违约责任。

UponcompletionoftheservicesandsuccessfulacceptancebythePurchaser,the

PurchasershallprocesspaymentandpaythefullContractPricetotheService

Providerwithinthirty(30）workingdaysfromthedateofreceiptofthevalidinvoice

issuedbytheServiceProvider

ThePurchasershallnotbeliableforanydelayinpaymentresulingfromtheService

Providersfailuretotimelyprovideitsbankaccountdetails,avalidinvoiceorany

otherdocumentsrequiredforpaymentprocessing.
